Get a lot of practice. With reading comprehension, what I did was to read books, some textbooks and some fictional, and try to summarize. Then I would look at cliff notes or go to the textbook's website to make sure that I correctly understood what was happening in the book and that I got the main points. This will help you to focus on what is important in the passages that you read and what is just filler. As far as analytic writing, the only thing that you can do for that is practice. You can go to www.tutor.com to have qualified tutors look over your writing and give you pointers on writing. I work for this company and get a lot of practice writing and analyzing papers this way.

Practice, practice, practice. Just pick something, a book, newspaper article, etc., and summarize it. What's it about? Who are the characters / players? Then write an analysis on whether you agree, and if so why, or offer a different perspective.
