even technically speaking NO, Because even for that split second all you other organs still function, ie brain activity, liver etc.

Since you can be dead whether or not your eyes are open or closed, I'm not sure what your definition of dead really is.
But simply, since the scientific definition of death is a cessation of all living processes within an organism, under those criteria you gave, the answer is no.

In Switzerland legal death occurs when the heart ceases functioning, so they have to go abroad for a heart transplant, or used to anyway, but when they come back they don't have to prove they're still alive, a bit like in your example.

I am assuming not as although there is a break in your heartbeat your brain is still active.

no... but you will start to go a funny colour which may impress people...
Plus if you do it and then jump in a pool, you'll swallow less water and the chlorine won't sting your eyes...
don't forget to aim for the surface though, or you'll die
