go for what she likes! She might just want the company of all her loved ones, or a night out to watch the latest Theater presentation or a nice warm shawl or a scarf to protect her from cold, A cashmere sweater, or a health check up, or dinner at a nice restaurant, if she reads a nice book can be a great gift.
By the way Chocolates, perfumes,flowers and good company are always loved and welcomed for any occasion at any age.

Gift vouchers are nice, but something a little more tangible might be good since it's a 'big' birthday (as long as she's not trying to downplay that of course). Maybe a nice bit of jewellery, a scarf, an ornament...I'm sure you'll be able to pick a nice gift based on what you know about her preferences

anything will probably do as long as you remember that 60 somethings today are not like the 60+ of yesteryear, i.e. they are much younger in mind and fitter and will not really appreciate knitting patterns, hankies and a bottle of 4711 !

A relaxing facial and manicure and pedicure. They are very reasonable at a beauty school and you can take her and make it a twosome. Me and my sister did that for our Mother and she just loved it and enjoyed the spirit of the girls day out.

Or make up a personalised hamper of the things she likes.
