because their ecosystem is in the arctic and they fill a significant niche by being a top predator. They would not be able to survive in africa because they're just no adapted to live there, they're adapted to living in the arctic.

The African Grassland is too hot, and there's not enought water for the polar bear...
The polar bear has ultra think fur, so if it stayed in the African grassland, it would definitely burn up! Unlike other animals which live in the African Grassland, the polar bear does not store water in its body, thus without water, it can't survive...

First of all, there were no brown bears around from which they could evolve. The savanah allows prey to watch approaching predators from far away and prey to run fast. So only fast-running predators survive there. The competition is harsh. Bears have no chance against hyeana, lions, wild dogs, jackals, leopards and cheetahs.
Also, the savana is hot so animals that live their need need a mechanism to get rid of surplus heat. For example by a slim body form (cheetah) or by big ears (elephants). Some bears have evolved to adapt to tropical conditions (f.x. the Malayan bear) but they are quite different from brown bears.
Second, the ice bear evolved under influence from the arctic climate. Winter sleep, big body and white fur. This makes it well adapted to the arctics but on the savana it would do even worse than a brown bear would.

Here are some extreme examples but still appropriate.
It's the same reason why we don't live underwater or why you don't see fish flopping around on land....
Neither the polar bear, humans, or fish are adapted to those environments.

The climate is not the type of climate they can live in. Their coats are far to thick, their bodies have to much blubber so they would be to hot and the food supply is not what they eat.
