Goofy is also a dog -- he admits to it at the end of "Who Framed Roger Rabbit?" Pluto is Mickey's pet dog.

Goofy is supposed to be a dog.
I guess the question that should be asked is:
"If Goofy and Pluto are both dogs [albeit different breeds], how come Goofy can talk and Pluto can't?"

A: Goofy is a dog! Good-natured but not that bright, this cartoon character made his first appearance, somewhat disguised, as a member of the audience in "Mickey's Revue" (1932).

Goofy looks like a dog but could be classed as a whatever like Gonzo in the muppets.
