Well, it is kind of a vague question. You have to be more specfic about the field of development such as technology, infrastructure etc. Generally speaking, I would say Brazil is most developed as they have a strong regional economy and standard of living in better off compared to other latin american countries.

Let someone who's actually lived in SA (ME) answer that question.
Industrially speaking (by standard that's the definition of development in the western world) Brazil is the most developed, followed very closely by Chile.
Argentina is by no means the most developed and they've economic issues up the yingyang.

I know that the questioner is from Brazil but I'd have to go further south and vote for URUGUAY as it has a strong infrastructure and one of the highest qualities of life in Latin America.

Chile and Argentina are the one that have the bigger GDP per capita.
In GDP per capita Brazil is only the 6th, after Mexico, Costa Rica and Uruguay, also.
