Go to My computer, right click. click properties, click hardware device manager - click the + signs - right click uninstall all of your USB ports - assuming you are using XP. don't worry they will re-install themselves. To reinstall either right click again or just reboot and they will install themselves. look at sound while you are there and see if you can uninstall the driver the same and reinstall it or update it. Inside your speakers is an amplifier - to check that is working - make sure they are plugged in and turn the volume up full and touch the centre part of the plug going to them - from your system box - a weird noise(lots of interference) and they are working - nothing and they are not! The pci sound card appears to clash with you monitor - unusual - but that appears to be the only explanation. Better to try to get the onboard sound working. But if you do try the pci card again read any instructions - there may be jumpers you can change to reconfigure it. Best I can do with the info you give.

This is more than likely a confliction problem. You can try going to Control Panel -> Administration Tools -> Current Events to see if there is any errors or warnings. Have you tried getting hold of updated drivers for your Motherboard, and have you contemplated a bios upgrade if the matter is not resolved by upgrading the drivers, warnings on the bios upgrade though, as this could lead to perminant dfamage to the motherboard.

The first place to look is device manager.
Control panel/system/hardware/device manager.
Resolve any yellow symbols.
Service pack 2 needs to be installed if it hasn't been already. Then click update drivers on the yellow symbols if you have any.
This will affect the USB2 use on your machine.
You do not mention the motherboard/chipset drivers, these may/will be needed too.
You do not mention the bios settings....have you set them for your current config?.
