The bean is a seed really, so if it is still viable it can germinate. Things that have been cooked and processed will not, those are dead. But viable ones will, keeping in mind that the germination rate is never 100%, more like 80-95%.
You have seen potatoes that have sprouted, and onions too. The same thing applies here.

Seedbeans are actually the best, the type you buy specifically for planting. They resist things that would probably kill off dry beans that you bought for eating. I planted one bean per hole this year as I do every year and everyone came up They all did produce beans. I also space them to 6 inches apart. If you wanted the red beans you buy dry to eat, you would have to buy the red beans as seed. When they are mature, like soybeans let them dry and harvest them. I also soaf my beans a couple of hours before planting.

No not always.
If the Bean came from a genetically modified plant, it won't grow.
Monsanto & others wouldn't make a profit if U could grow UR own.
Some will some won't.
& U won't know until U'VE tried.

No, it depends on the conditions. Certain beans need more moisture and some beans just don't grow because they are dead.
