Nothing is really full proof. If you have a building that can only withstand a 7.5 and you get a 9.5 earthquake, guess what will happen to that building.

yes its available and built during the worldwar- II which is made up of Steel Concrete walls and is built undergound with lots of shock absorbing springs in between the walls and the soil. People can survive in it for more than 3 months
