Thanks for this bollywood (Hindi movie industry) question... I'd absolutely love to answer this.
Now, before answering, I must state that this is an 18 year old's response (that's me) who hasn't grown up watching Helen and the likes but has watched the "old movies" like Don, Deewar, Zanjeer from an early age.
1- Kareena Vs Helen
This one's a no contest. It absolutely has to be Helen- The queen of "cabre dance".
Helen and only Helen could produce that wicked yet sexy theme that the song demanded without doing distasteful or vulgar stuff. Her cunning smile, vamp-ish eyes, flexible belly-dancer-ish waist, a seductive "adaa" and an evil intention were enough to make our super-intelligent and smart Don lose sight of his path and go astray... Mr. Amitabh Bachchan didn't need to accentuate Helen's "adaa" with his acting as you can see in the original song here-

Kareena on the other hand, had to act (overact?) wicked and seductive and also didn't (couldn't?) do anything more than the basic dance steps. She also seemed to be trying-too-hard on the vamp-ish part which came so naturally to Helen.
Shahrukh too in the video can be seen trying to act seduced by acting (overacting) like he can hardly control his lust which wasn't really necessary if there was a more emphatic and bold dance performance by Kareena.

Now coming to the second part of your question:
2- The movie theme Don.
The movie theme is a perfect example of how deceptive, cunning, black-hearted and intelligent villains look so much better and colorful than the always white, innocent, no kissy-no smoochy heroes on the hindi film screen.
I love Don's wardrobe- whether it be the original bad guy's bell-bottoms, white shirts, colorful jackets and handkerchief-around the-neck type killer style or the new Don's leather-jackets, black shades and black boots ultra-cool style.... I just adore the variety and theme of their dressing sense.
The movie theme also has room for a down-to-earth, simpleton, village-idiot Don-lookalike. Whether it be the Pan-chewing, lungi-wearing, Mumbai-loving... UP ke bhaiyya Amitabh or the Ganpati-worshipping, elegantly dancing, banadana-sporting Mumbai's street guy- Shahrukh in Denim Jeans. The Don-lookalike is someone we all can identify with and yet won't exactly love to be in his shoes. ;)
Then there are the bad girls and the supporting cast... Girls that are bad... and literally have "killer" intentions... mmm... Yeah!
The police inspector that gives Don a tough fight, Don's equally cunning friends who love and respect Don's enthusiasm....
... and then there's the "Khaike paan" background where the Don-lookalike oh-so-easily connects with the common people... goosebumping stuff!

Kareena is no patch on Helen.
She looks like behenji even in 06 while Helen sizzled even in 60s

Well Helen was undoubtably queen of her time we have to accept that if anybody can pull off a Helen today it is Kareena. Maybe just for this one song
