virus pattern file
and then run sysclean.com it will clean your viruses and also make sure you update the windows patches from

Try safe mode (F8 when you boot-pick safe mode with networking so you can still update) and run your scans. You have a lot better chance that way.
Next if you know what file won't delete, Pocket Killbox trys to delete the files several ways including early in the boot which usually works. The option to kill Explorer at the same time works a lot too. http://www.bleepingcomputer.com/files/killbox.php

it seems that you don't have a virus problem.
the symptoms that you discribe sound like a trojan adware.
these types of software can sometimes manipulate weak scanning tools that are readily avaliable online.
I have found one software developer to be very effective in detecting, deleting and preventing infection from spyware and adware.
i don't want to spam this Threaded discussion so i'll put it as a source.
