oil and water dont mix,if the oil can be sucked into a recovery ship there is hope.once it hits land its a nightmare

Oil spills are getting bigger because the ships that carry oil are bigger than ever. A modern oil tanker is so long that it actually has to take the curvature of the Earth into account as it steers! Better hull design would probably help.
Of course, accidents will happen. Scientists are creating oil-eating enzymes that can be dropped on spills. Once the oil is gone, the enzymes die because their food source has disappeared.
In the long run, the oil will be gone anyway, and we will have to rely on solar or some other form of energy.

There is a company called Kramerica that is developing a bladder system for oil tankers so they won't spill.
Once the oil is spilled, it spreads out on the top of the water (it doesn't mix). It is either sucked up or burned off.
