The person who said people have to hack their site, and download stuff... they dont have to hack anything. If your music, ect. isnt protected from the publics access... well, duh?
Most isp's dont limit the amount of bandwidth you use, so I assume the question is in regards to a website youve created or?
If its because the host of your website limits your bandwidth, the easiest answer is to host off of your home computer. Since your isp doesnt limit bandwidth allowed, your only limit is the speed which you send/recieve. If you have most types of broadband, this option is fine. It takes a bit of work, but thats an option for you.

Lots of information there, and I recommend to any with interest.
Otherwise, limit what the people who access your site can access, or make the file size smaller of the files they DO access. If you want to make any kind of pictures smaller, without a huge loss of detail, try using the program(free) called irfanview or search and download a program to change the bitrate of videos and/or music files(mp3's)

A good example is if you have a wireless network at home, so all your computers can share your Internet connection. Now suppose your next-door neighbor is in range of your network and connects from his laptop, then starts downloading movies and music all day long. He's using up your bandwidth, and your Internet access will be very very slow.

According to our network administrator, the #1 problem we have with bandwidth robbing is people listening to radio over the Internet. Apparently that just chokes your server and makes other Internet applications run about as fast as molasses going uphill in January...

If you have pictures or music on your site and someone hacks in and saves all of them to her/his hd, it's robbing bandwidth. This happens at my site all the time because I have a lot of mp3s there. I ran out of data transfer every month because of it, even though I still had plenty of space left and didn't have that many hits.

A good example is if you make a website using geocities and you use a picture from your favorite artists page using the web address that the picture has (ex: http://www.favortieartist.com/picture01.jpg) on your page. Instead of saving the picture and uploading it to the file area of your website you are in fact linking the picture from the artists site. Since you are doing that everytime someone views your site they are using the bandwidth of the artists site because you linked that picture.

Spyware that uses your connection to transfer data or sent spam...
Somebody who links a picture from your web page into their web page so that everytime someone opens their page, it transfer the picture from your page using your bandwidth...
