Microchips "think" because of binary logic -- On or Off. From those little bits we can make bigger numbers, from the bigger numbers we can make "languages" that interface with humans. The chips themselves are photo-etched -- a strong light hardens metal, then an acid washes away the unwanted metal to form "wires". Different thicknesses of the "wires" form the principal components of diodes, transistors, resistors -- all in microscopic precision. The silicon glass is the base insulator -- much like the covering on ordinary wires.

Microchips (Integrated Circuits) "think" by utilizing Boolean Logic. (SEE: http://computer.howstuffworks.com/boolean.htm/printable )

As for Silicon, it is a Substrate, or any stratum or layer lying underneath another.
