what all i know is that, it is the convention... try to contact the person who name and made the chemical formula of the ammonia as such
also base on my knowledge on gen chem when writing a formula you usually write the symbol of the central atom first then the bonding elements will preceed it...

in bonds of molecules you usually have a central atom that is bonded onto by the surrounding atoms. in NH3 the nitrogen is the central atom bonded to three surrounding hydrogen atoms....SO the general rule is the atom that is being bonded to precedes the atom that is bonding to it
