Even if the earth stops rotating/revolving the stars will appear to twinkle. The reason for them appearing to twinkle is not the rotation/revolution of the earth. It is the movement of the medium through which the light from the star travels.

the twinkling of stars is a result of atmospherical distortion. It has nothing to do with movement of the earth
