The GRE is the exam necessary for admission to US graduate programs in the arts, sciences, social sciences and humanities.

(Graduate programs in business, medicine, and law require different exams: GMAT for business, MCAT for medicine, and LSAT for law.)

The SAT is the exam necessary for admission to undergraduate (university) programs in the US.

If you are hoping to attend university in the US in order to attain a bachelor's degree, the SAT will suffice. If it is graduate study you seek, the GRE will be necessary. This is because in order to attain a student Visa, one must provide proof of admission to a US university (at either the graduate or undergraduate level).
