No, the GRE is not necessary to get a U.S. Student Visa. The GRE is taken to get into graduate school, which is why it is called the Graduate Record Examination. I believe to get a student visa you need to apply to school in the U.S. and provide proof that you have been accepted. You'll also need to have insurance, and you might have to prove that you have a place of residence once you get here.
