A website can earn money - usually through membership, selling products and services or through commissions. Most use the commissions option and have an affiliation with an established sites such as Amazon.com, eBay, Art.com, Norton etc. This is by far the easiest as all you need do is copy and past some code into the page.
Be aware that there are more webpages than people on the planet so revenue from websites can be very small unless you hit upon something that people really want or you have a very popular site.
You can get a website for free but I wouldn't recommend it for a decent site. All free sites have limitations - the number of visitors / amount of data transfer (bandwidth), the types of files you can upload, the amount of space available. A lot also include adverts over which you have no control and there's rarely any technical support. With a free site you don't get your own domain name.
Depending what your planned site is would determine what sort of web-hosting package to go for - do you want masses of space for large files, do you want selling tools such as credit and debit card processing, do you want to include forums etc.
Webhosting needn't be expensive. Yahoo have a special offer at the moment where the entry level website is just $1.99 for the first year.

I agree with most of what is already posted here, it's easy to make a website, anyone can, but to make it profitable is a whole different monster.
I personally think that if you can draw, or are artistic, then you have a HUGE edge on most people! I can't draw for squat, and am not artistic, so coming up with a unique design is an arduous task for me.
Actually "writing" code, specifically HTML and CSS is VERY easy, and there are some very good FREE editors out there to help, like NVU (SEE: http://www.nvu.com ) or low priced good software like WYSIWYG Web Builder 3.5.1 (SEE: http://www.wysiwygwebbuilder.com/ ).
Website "work" is really fun, and addictive, not to mention VERY time consuming! If I were able to make wood furniture or similar crafted products, I'd think my website would do very well, and even better as time went on. But to think one can just set up shop and start making money is a 1 in 1,000,000,000 shot! :(
Also, it obviously depends on WHAT you do with your website. You can sell stuff, or you could create a community, a place where like minded (themed) individuals hangout and discuss stuff.
Some people even create an entire "mall" out of affiliate links, some of those look like they are doing pretty good, while others will scare people away (smile).
You can create a website pertaining to business, social life, links, graphics, or whatever. Then, sign up with CJ.com or LinkShare.com and add those affiliate links to your website.
Another alternative, is to have a free blog, like WordPress.com or Blogger.com, where al you have to do is add content, not really create anything.
If you do want to get into selling, I strongly suggest using Mal's e-commerce, it's a FREE shopping cart, and you can use PayPal as your payment gate. (SEE: http://www.mals-e.com/ )
There must be thousands of ways to make the "net" work for you, you just have to find YOUR niche :)

depends on what website you are going to setup, i am freelance web designer and it takes a long time and a lot of commitment to get a website up and running to its fullest, the cost will be learning what goes on behind the curtains or browser and then paying for a DNS and hosting plans. But if your ideas are good then with time and patience you could make money. oh yea promote and advertise as much as you can on the internet and magazines and newspapers.
