before going to any conclusion you should think whether you are thinking for web designing or web development. bcoz after having PG in Comp. Sc. you can even go for web development and it includes designing as well as development part. you might wanna develop some lucrative websites(static or dynamic). if yes then you should start with some basic tools like front page, dream viewer. and then you can even think of to be a flash professional. if you are thinking for the web development then JAVA / J2EE is the best plateform.

That's only the designing, after that comes the coding. This standard practice for doing the coding is to use XHTML/CSS.

It depends on your requirement. For the first level use Front Page for basic req. For advanced usage use Dream Weaver.
