A good place to start is Freeservers. you can practice and when or if you get good you can move to one you feel comfortable with.
You can even move you pages to your new site.
The best site builder is Yahoo sitebuilder. You have to get a site there and pay them as well. You can register for free and practice with the builder and even preview it in you browser.
