What are the solutions to shaky railings? What are the main causes to shaky railings?

As to those you see in bus interchange, where people queue up for buses?

Any solutions that will not have any cost to it?

I need to get mine repaired!

at the base, I'm assuming there is a little room where the railing moves around, maybe you could strengthen it with pieces of wood, or buy a small bag of cement, mix it in small quantities, try one piece of railing and pour into the hole some of the cement and let it try. I don't think it should wiggle anymore

Years ago people used to use a piece of thick stuff that looked like felt and it was used because the cement would increase and decrease with hot and cold weather. And as years would go by the felt would age and be brushed or blown away. I don't see that felt being used anymore.

The causes of shaky railing is either kids climing all over them and swinging on them or elder people holding onto them with all their weight, or the cement has gotten old and has shrunk so it created a gap and so it wiggles..

no cost leave it be. small cost --pound nails down along side at the base to tighten it. Fix it right buy a $15.00 can of hydraulic cement and reset them using that.
