The actual reason for using BIG eyes is simple.
The big eyes make the characters appear more friendly. All of the "good guy" characters have very big eyes. If you haven't noticed yet, all of the "Bad guy" characters have very small eyes. It makes them look more evil. This is basic animation techniques.
The Manga cartoons push the envelope when it comes to the size, but you can notice the same thing even in american cartoons. The heroes will have larger rounder eyes than the villans. Villans always have very small, or squinty type eyes.
Watch for it.

Uhm, I also think that's not Chinese, just Japanese.
Japanese has tiny eyes, so they want to make the dream about larger eyes come true by their cartoonist character.
And, I think they feel their character look more lovely and moony with large eyes.

They are mimicking Japanese manga (comic) artists, who have been drawing cartoon characters like that since the 1950s. They are all following the example of the "father of manga", a man named Osamu Tezuka. He copied Disney's style at the time, and gave his characters nice big eyes just like Mickey Mouse. Other artists followed suit, and now it is a trademark of Japanese comics. Chinese comic artists are probably influenced by this.
It works well because it makes the characters cuter and because when you look at someone, you see their eyes the most even though they are very small on the face.

when you really think about it, this is actually true of a lot of cartoons, not just Chinese ones ... most Disney cartoon characters seem to have big eyes (such as Aladdin and the Little Mermaid)

Chinese, I don't think so. What your talking about is JAPANESE anime. And they don't always give them big eyes, just most of the time. And they do it beause... they can! Acctually I don't really know the reason. But that's how I draw.

it's not chinese. it's japanese.
i tink it's because they've always wanted big eyes n none of them get to be born with big eyes so they pour their fantasy n wish of having big eyes on comics n cartoons instead.

kjnsr is correct, by my sources. The "Big Eyes, Small Mouth" style so often seen in anime/manga is an offshoot of the American art movement that produced characters such as Betty Boop.
