He is the Cheif Exectutive of the United States and he has the responsibility to uphold the Constitution of the United States of America.

Constitutionally there are so many things which are required of the president of USA but lately its just one; telling the world on the anniversary of 9/11 that world (and the US) is a safer/ better place while hiding the facts that more than 3000 American soldiers have died only in Iraq and Afghanistan and countless are being injured and handicapped daily as he looks for WMDs in Iraq and Bin Laden in Afghanistan. Never before in history a president has tried to fool so many at any given time. His job is to get away with all this.

In the last 35 years, with the exception of Carter and Clinton, the job of the USA president has been to be Rumsfeld's and Cheney's puppets.
Rumsfeld gave Cheney his first job in the White House in 1969. Then they two of them later in the Ford Administration (1975) gave Bush Sr his job as CIA director...
Those two have flipped back and forth with each republican president as to which one of them was sec. of Defense or Sec. of State.
My point is they are the republican president's puppet master.
