To watch TV on your computer you need a TV tuner card. You can go to your local computer store and ask for TV tuner card.
There are two types of tuner card i)External and ii) Internal.
The advantage of having an external tunner card is that you can watch tv without turning your CPU or tower, you just have to turn your monitor and the external tunner card. Disadvantage is you cannot record anything on your computer.
The advantage of internal tunner card is you can record programs on your computer but you have to turn your CPU on everytime you want to watch TV.

Buy a TV Tuner card, they're not so expensive. Plug it in your computer, install the drivers, plug in the tv cable. And there you go!
Make sure you buy a card that can record tv in many formats, that has a remote control and many of them also have fm radio.
