People will still violate it because it is a law. They may even come nude also.
Then the lobbies for clothing companies, washing companies, detergent makers will lobby for changing that by bribing the politicians. Eventually Politicians will prosper.

According to the dictionary, underwear means under clothes or clothes worn next to the skin, if that's what the law was to pass that's fine with me, the only set back would be depending on the area where the individual lives and if cold weather was an issue another law should pass about carrying portable heaters.

If, at a restaurant and a law was passed. I would not feel kindly observing individuals who are grossly overweight in there underwear, while I am trying to eat.
No disrespect to the healthy folks. But, it is unattractive.
If, that is something you're into...then, power to you.

Well if everyone had perfect bodies I'd love it. But seriously, you gotta admit there are A LOT of people that you just don't want to see naked, and being in only underwear is pretty close to being naked.

I suggest you visit a nudist camp, most of which are filled with rather unattractive people, before you even consider this idea.

Oh, and underwear would become larger and thicker.
