It's a compliment. Just say,"thank you." If you like them, too, return the compliment.
Oh, and beauty is in the eye of the beholder. ex. Biily Bob Thronton and Angelina Jolie, Lyle Lovett and Julia Robertson, etc.

I read a study a long time ago that what makes a person's face physically attractive, or "hot" as you put it, was symmetry in their features.
I saw a documentary that showed how attractiveness was based on genetic difference between those mutually attracted.
Empirically, women also seem to be attracted to power and wealth. (And no, not all women are solely attracted to wealth and power. Well, at least not so they would admit it.)
What makes someone "hot" to me is unique to me and will not be true for everyone.
If someone told me I was hot, when I was actually fat, old and rich, I'd question their motives.
If a cute, waifish girl in a sun dress told me I was hot, I'd question why a girl with such a stunted vocabulary and lack of social grace that she would call me "hot," had the good fashion sense to wear a sun dress.
Sincerely, my return jesture would depend on my perceived "hotness" of the person payng the compliment.
If a 90 year old man said I was hot, I'd say something like, "You too old man. You too," and calmly and quietly walk away.

Beautiful figure, sexily dressed- that's hot-hot I suppose!
Options: 1. Accept the complement with a smile and walk away.
2. Just do not respond and go your way. 3. Reply: "Am I, thank you", and move on. It is no use scolding or fighting with any one for that sort of remark.

If they are hot, flirt back by saying "so are you". Then usually in less than an hour be umm.... well....you know. The caharacteristics that make someone hot is a nice body (shoulders and height is what I look at first), Full lips, fresh breath, nice butt, Well groomed eyebrows, and an outgoing personality with a good sense of humor.

I haven't been told that either. :/ But oh well... I wouldn't say it's sexist, but there's other things I'd prefer to hear. I guess I wouldn't say anything, maybe smile... and wonder if they're pulling my leg. :P
