I would say yes it is, though I have no experience of it myself (cant seem to find this plant anywhere. Perhaps you could say where you got it?). It likes a warm place and will eventually form a small tree. As with all trees, dont plant too near the house. You could visit www.ukoasis.co.uk and do as earch there for a more detailed answer.
