Cell phone was the earlier name used to describe such phones as the technology used is called the Cellular Technology:

The Cellular Technology basically uses the concept of small cells so that the frequency can be reused to increase traffic capacity substantially across a wide area of coverage.

As the market developed, the focus had shifted from the technology to the people who used the phones, hence the term "mobile phone" became a more common term than cell phone.

Such a shift is very common in Consumer Electronics. For example FlashDrive (relating to Flash Memory, the technology) to PenDrive or ThumbDrive.

But essentially, the items are the same, however, the associations to them may have changed.

There is no difference. There are two names for the same thing. When the phones first came out, they were car phones, so thus the name "mobile" phone. Now the terms "cell" and "mobile" are interchangeable.

You call a cell phone a mobile phone when it is mobile or moving along with you. You call a mobile phone a cell phone when the battery [cell] is fixed into it and moving along with you. Therefore, mobile and cell are synonymous.

A Mobile phone is also a cell phone because battery[cell] is attached to it. A cell phone is also a mobile phone when cell attached phone is moving along with you.
