Almost certainly a scam if it's a "stuff mail" project. (At least one Innovative Publishing, Inc. seems, itself, on its face anyway to be a legitimate firm: http://www.safetypub.com/ I respect the BBB logo -- click on it and see where it leads you. But that's not the one you seem to be inquring about.)

Trouble is there seem to be many imitators and users of the name "Innovative Publishing" -- so how do you know whether the one you are citing is for real?

In particular, this one (Google listing) has me worried and I would stay away from it (note that its Web site seems to have been disabled):

Innovative Publishing Inc -
http://innovative-publishing-inc.drvarda.info/ (And see: it really goes to drvarda.ino -- the innovate-publishing-inc part is just an internal diversion. And anyway it's now defunct and transferring to http://www.abcsearcher.com/ All in all, a likely scam.)
