the tonicity of blood is because of the ionic salts mostly NaCl which it's concentration is 0.9% so if you inject normal saline which is 0.9% NaCl solution all the water will be kept in the blood. but if you inject glucose solution you are not increasing blood volume at all. So based on blood pressure, status of kidneys, blood sugar level and.... you pick up the right serum.

there's a relation because... just for example, if you're like going to administer a drug or infuse something to the blood, you should know the tonicity of it first before you give it. It wouldn't go to the solution if both have different tonicity. It is important to know if the solution is hypotonic, hypertonic or isotinic.
