It is a difficult question to answer, but probably China has the world's oldest unbroken culture. Mesopotamia, a region between the Euphrates and Tigris regions, which now is part of Iraq, Eastern Syria and Southeastern Turkey, is believed to be the 'cradle of civilization' where the first literate societies formed around about the 4th millennium BC.

If you believe radiocarbon dating then its australian aborigine. They have recorded pictograms and pictographs from 13,000 BC that, I think, are still culturally meaningful.
