No, cant you read in between the lines? Its always Condi Rice who looks and speaks intelligently so she was acting as front man for an intellectually challenged President.
After while people start thinking she is the president - so george had to come out of hiding to pretend that he really is smart enough to be the President - but its not working.
Not that I like what Condi was saying -lets be clear about that (as Condi would say)
