1. Identify your key skills that you can furnish in your resume. One must understand that before preparing a resume.

2. Gather helpful guidance/tips from websites that are associated with recruitment. You can find lots and lots of them on the web.

3. If you are India you need to prepare a resume which is compatible in India. Internation resume format sometime will get you rejected in at least some companies.

4. Start preparing it using any word processor - Microsoft Word will do in case of Windows OS, if you are using Linux then can use Open Office word processor package for the same.

5. A good objective will give your resume an advantage over other candidates who have normal objective statements. From the company's point of view they need to screen people within very short time, so they will checkout your resume first to get a something about your personality.

6. If you have professional work experience then furnish the details about them. Current working experience to earlier work experience order will do. Please provide a compact description about the work you have/had in the company.

7. Furnish your technical qualifications, agains new to old order is the best choice. Please remember to show some of the Projects you've done in this section, this is the place where you can show them that you are a competent techie (especially if you are looking for a job in the IT/ITES field).

8. Give your personal profile. You don't have to furnish unnecessary information here. Only the needed information is necessary.

9. If you have any reference you can show them or you can put a statement that you will provide the reference upon the request from the company there.

10. If you have a PC in which some word processor installed you can prepare this resume without paying any money for this work. If you have internet connection then it becomes more simple that you have all the resources to make your resume wonderful in your finger tips. Even if you don't have Internet connection you can go for some Internet Kiosks for the browsing.

I would suggest you take some professional help (for FREE) from MS word which has inbuilt resume templates for making your resume.

You can also follow the step-by-step instruction to make your free resume, using the resume builder provided with MS office.
