Most "free" ringtone sites all feed off the same parent site, which require "membership".
The best way is to go to eBay. Sellers have the data cable for your phone, and a CD with management software for your PC. They also include a MIDI composer. You can make your own tones, then use the software and cable to load them on to your phone. This is what I use to create my own ringtones.

Go to www.zedge.no - register on the site
The site has several free ringtones in poly, mono and mp3 formats - choose the one which you want to download and select -"add to my account"
Login to wap.zedge.no from you mobile phone
Go to my downloads and select the ringtone you had selected on the site - and boy - your ringtone starts downloading free of cost
Note: You need a wap enables phone and a GPRS connection to log on to Wap.zedge.no
PS: other sites like yahoo india etc. provide ringtones over sms but each will set you abck by 10-15 rs atleast
the advantage with zedge is that ringtones are free. You can download 100 in a month - all you need to pay for is a GPRS connection for yourself
In addition zedge allows you to upload a ringtone from your computer to the site and then download it to your mobile. This way even if a ringtone of your choice is not available on the site you can upload one of your choice.
Advantage 2: you have tonnes of free wallpaper as well
