The relay controsl speed but if you buy an LED replacement bulb at autozone or ebay you will get the faster affect without changing your blinker relay. Just check your number of the bulb ie 1194 and search 1194 LED.,

Unless you want to invite a patrolman to issue you a citation, DON'T.
The U.S. DOT has very precise guidelines as to how fast they flash.
They are supposed to flash roughly once per second. A little faster or a little slower is acceptable, but tinkering with it can cause problems.
The flasher in your car is designed to flash that once per second, UNLESS there is a bulb failure. When the flasher senses that the electrical load is not within expected range, they begin to flash about two and a half times per second. This is the clue to the driver that something is wrong, please FIX IT.
