I don't know about free and gratis -- the only way to get it free is to look in his or her wallet -- but if you can get a look at the person's credit report, the driving license number is usually there (in the USA).

I'm assuming you have a legitimate reason such as in connection with a traffic accident or buying car insurance, or for a "money-laundering law" report you are required to make or file, and that this isn't for purposes of identity fraud.

There is actually that information on line. Im not sure if all states keep it on line but some do. However if your trying to figure out someones license number my guess is it's not for any legal purpose so im not giving you any more help there. LOL

I think most states view that as personal and private information.
