Yes, but it isn't what you'd expect. Thinking of velocity as speed: You cannot have negative speed -- it remains a positive number (or zero) even when reversed.

However, physicists use the term negative velocity. See the site below.

Velocity is a vector. In other words it is speed and direction. How fast and which way. Speed and direction are relative measures. Negative implies a number less than a baseline such as zero. From the point of view of an observer traveling with a velocity of zero, everything else in constant motion relative to her would be traveling with a measurable speed in units of distance per units of time such as meters per second and would always be positive. The direction of travel relative to her could be considered positive, such as away, or negative, such as towards her. So yes. Something could have a velocity component of 10 m/s towards the observer which could be defined as negative 10 m/s.

You determine a direrction in wich the movement will be considered positive, if the object moves in the exact opposite direction it is considered to have a negative velocity, only for solving porpuses.

yes it can be ......... velocity is the speed in the particular direction.
if you count any direction as positive, the mirror direction will have -ve velocity. suppose a particle has a velocity of 10 m/s in the north direction, then it has a velocity of -10m/s in the south direction.

I don't think velocity can be negative, but if we treat velocity as vector, then I think there are negative value.
