First establish good listening skills such as one person at a time talking, no put downs, avoid certain topics etc. Keep the kids under control, set up a silence signal ahead of time.
You might begin with simple topic and a circle group. Each person responds with a word or short sentence. Gradually make the topic more difficult and move to spontaneous discussion.
Try topics which will get them thinking: If you were in charge of the school, what classes would you teach the kids? How would you change the school lunch menu? If you could set up a field trip for your class to anywhere in the world, why would you choose it and and why? If someone from another country became a memebr of your class, how would you help the person feel comfortable and learn English fast?

well, you get the idea.

pizza party play games then have a meeting 20 mins before your ready to go .or you could send fliers home for a project or whatever your meeting is for and while in class use a jar for rewards and when it gets so full you could have a party .My boy had to bring as many pennies as he could and the other kids whatever grade saved the most got the party. But if its a meeting serious you should do that with the parents so inapropriate not to!
