I watched an afterschool special around 20 years ago. about a time when it rains all the time, and one day the sun came out for an hour, but there was a boy that was locked in a closet, by some school bullies and missed the rare occurance.. does anyone remember this movie?

I do. It was a Ray Bradbury short story. Something about Mars and they locked the girl in the closet not the boy. The girl in the closet's dad was the scientist that said it would stop raining and they made fun of her and locked her in a closet and she missed it but for a single ray of solitary sunlight. They all gave her flowers and such afterwards for it. I saw it in school.

That sounds sooo familiar. Did they have to spend a few hours a day under sun lamps or something like that because there was no sunshine?

The bradbury story is called "All summer in a day" or something like that.
