it depends on the company i know telus (canadian) you can click on send message and you enter in the cell # and ur msg only thing there though is they cant reply.
Or most cell companies have plans for them telus for example 5$ for 100 and 10$ for unlimited rogers (canadian) doesnt have unlimited the best they do is 25$ 25000 or something similar to that this way they can reply to u.

if you have aol instant messenger, you can send a message to
+1(areacode)(phonenumber)
i think these only works in the US? but you can try changing the country code for other countries.
