The correct grammar is:
He looks more like me.
That's because "like" is used here as a preposition meaning "similar to." So it takes the objective case, which is "me." "Me" is the object of the preposition.

This is a very tricky question.
Many people will tell you that "He looks more like I" because they claim that it's a shortened form of "He looks more like I look."
However, English speakers have been using "me" in this context for hundreds of years, so many people will tell you that "me" is perfectly acceptable as well. You could make the argument that "me" is the better choice because it's the object of a preposition.
Yet a third group of people will tell you that both sentences are possible, but have different meanings. They will tell you that
"He looks more like I" means "He and I use our visual perception in the same way" and "He looks more like me" means "He and I are similar in appearance".
The upshot of all this is, you should make your choice based on your audience's expectations. If you are writing a paper for school, for example, where your teacher is a grammar stickler, stick with the first option. If you are talking to your friends, use #2. The second is correct. Remove the word "more" and see which sounds better. You wouldn't say" he looks more like ME does, would you? On the other hand, if you said "He is bigger than me"-instead of "bigger than I", that would be incorrect. Try adding 'am' to the end of that sentence to see what one sounds right. Confused? Sorry!!!

Although #2 sounds more natural, try adding the word "do" to both sentences. Then #1 sounds better. For this reason, I think #1 might be technically correct.

...like me. Because me is an object and I is a subject. In your sentence He is the subject, and Me (not I) is the object.
