I guess you are asking which are the top universities in California. In no particular order: Stanford, UC Berkeley, UCLA, University of Southern California, Caltech. Among smaller undergraduate schools, Pomona and the Claremont colleges are the best.

your question isn't exactly that clear, but if you are asking for the best universities in california, they are stanford, ucb, ucla, usc, and a few more, but those are mainly known as the best. (especially the first 3.)

It depends heavily on what you plan on studying, but by your question, I would recommend studying English.
