The very idea of nonlethal weapons is to say the least atrocious. The further flight that it should initially be used against our own people is really unbeatable. Weapon is a weapon is a weapon .It is meant to hurt and if at all it has to be use the first target should be an enemy. Civil disturbances, even if a nuisance, can be controlled by a judicious use of forces increasing in stages and studying the effect.The civilians are not our enemies.The very fact that such a proposal comes from some higher up shows that the days of American democracies are numbered. After Nixon and Bush what else can you expect?

wow. thats a tough one. yes technically it makes sense to test non killing weapons on people. but you have the right to free assembly.
im quite sure what will occur is they will test them on military personal just like they had them in the area during a bomb tests. or on volunteers who have a price that the governement is willing to pay for live test subjects.
