Presidents do not sign amendments to the Constitution into law.

An amendment to the Constitution of the United States is drafted in two parts, one by a representative of the Senate and one by the representative of the House of Representatives. The two houses of Congress then vote on their respective "drafts". Once they pass their respective versions, a Conference Committee is set up from both houses to "iron out" the wrinkles between the two versions. The finalized version of the amendment is then presented to the Senate for ratification. If the amendment passes, the amendment is then presented to the States for ratification. If 38 out of 50 States vote to ratify (or "adopt") the amendment, it becomes part of the Constitution of the United States of America.
