I know of a Mazda 626, that was ran off the side of the road and into a little bit of water, but the inside was not affected, just the motor. I recently tried to start the car, and all it did was click. And the battery was in good condition. I think the starter is bad. I really dont think that the water affected the motor, because there is not any water in the oil. The seller wants $200 for the car, it has a nice body, and very clean interior. Is this a good price? What could be the cause of the clicking? What do you think about the whole thing?

There is a host of possible causes for the no-start.
For a car that is nearly ten years old, it COULD be a good investment. It could also be an albatross.
If you have some mechanical ability, and a few tools, this could work out good for you. You will need to start at the battery and work down, through the ignition/start switch, neutral safety switch (or clutch switch), to the relay, and the solenoid, then the starter. This doesn't take a great deal of skill or training, just some clear thinking.
But you also need to look closely at the rest of the car.
Look at it with a BUSINESS eye, and use reasoned judgment; keep the emotion out of it.
Does it have a buckled frame?
Is there any water damage to the transmission?
The fact that there isn't water in the oil doesn't mean that water didn't get into the cylinders. This could very well be the reason it will only click. Can't compress water.
One final observation---if you have some skill and a few tools, this could very well be a great opportunity for you. On the other hand, if the limit of your abilities is changing the oil and fueling it up, you will have to pay SOMEONE else for the repairs.
Here, you get what you pay for. If you get a shade tree buddy to help you out, he may indeed be pretty good. On the other hand, many times "friends" cost more than they are worth.
If you go to a REPUTABLE repair facility, they are going to charge a reasonable shop rate, and it could wind up costing you WWAAAAYYy more to make the little car go than you really want to invest in it.

It could be the starter, solenoid, relay, the battery, or the battery cables.

But in the condition it is in the car is worth about 200 dollars but make sure to look for damage in the sub frame area first.

The engine may have sucked in water through the intake and filled the cylinders with water. You need to remove the spark plugs and turn the engine over to check for water.
