There are a couple of meanings for 'billion' but I mean the US version, not the French/English version that is dropping out of popularity... anyway,
A billion = 1000000000 (9 zeros) so, you have two ways to easily convert '28.8 billion' into a mathematical value.
1. Move the decimal point 9 places to the right.
28^8^^^^^^^^^ = 28800000000 = add dollar sign and commas for easy reading, and you get $28,800,000,000
2. Multiply 28.8 by 1000000000 (1 billion)
28.8x1000000000=28800000000 add dollar sign and commas for easy reading, and you get $28,800,000,000
