For the fractional measurement, the precision is the smallest component. In the case of 3 1/4 inches, it's 1/4 inch. Better precision can be obtained by measuring to 1/16 or 1/64 inch. 3 16/64 inches is far more precise than 3 1/4 inches even though it's the same measurement.

Well that's a very nice offer, but unfortunately your question doesn't make sense. Not even for $100.
What do you mean by the precision for a measurement of 3 1/4 inches?

3.25 in +/- .001 in
which makes it 3.249 to 3.251 in.
