How do I completely deactivate the car alarm on a 1999 Saturn SL without affecting the horn?

well if your the owner of the car, take it to a GM or Saturn dealer and have them deactivate it for you thru the Tech 2 scan tool.
If you do not own the car , I hope you get busted

disconnect the negative battery terminal but once you reconnect it will go off
