There are several reasons to create these opportunities. The most current reason would be that it would likely reduce the influx of ‘illegal’ immigrants to Western countries, America and Canada in specific. Since that seems to be the biggest concern of Americans rather than the conditions under which life for a majority in neighboring countries is structured, also through influence of US government and corporations.

Another reason, linked to the US/Western influence on the Caricom members would have to be a moral obligation. Do check the links I put below and you know what I mean. I only put links about Haiti since that is the country that is worst off of all Caricom members. Personally I'm from Suriname where ever since the independence in 1975 the economy went downhill, mainly because the Dutch didn't just leave but they took the whole business network with them as well. The latter is exemplary of how many Caricom countries went from quite promising to way down the slope. Of the Suriname population about half left to seek a better future abroad, about 90% of them are in the Netherlands or Dutch Antilles and another 10% is in the US. If prospects would be better, most would not consider such a move. And I would not be in the Netherlands for sure!
